    What is in the template

Seven sections, fixed by the Cabinet Office. Buyers compare submissions against this structure, so changing it is one of the most common reasons plans get rejected.

    1.Commitment to achieving net zero

Your dated, public commitment to net zero by 2050, or 2045 if you supply the NHS.

    2.Baseline emissions footprint

The reference year everything else is measured against, with a note on how it was calculated.

    3.Baseline year emissions

Scope 1, Scope 2 and the five required Scope 3 categories, in tCO2e.

    4.Current emissions reporting

The same table for your latest reporting year, so progress is visible.

    5.Emissions reduction targets

Where you expect to be in five years, as a figure and a percentage.

    6.Carbon reduction projects

What you have already completed, and what you plan next.

    7.Declaration and sign-off

The wording confirming GHG Protocol methodology, plus a director's signature.

The template contains Crown copyright material published by the Cabinet Office, reproduced under the Open Government Licence v3.0. We have not changed its structure. For the policy itself, read what PPN 006 requires.

    Who has to publish one?

Any business bidding for central government contracts above £5 million per year, regardless of company size: the threshold is based on contract value, not headcount. NHS suppliers are in scope at any contract value. If you only sell to the private sector you are not legally required to publish one, though buyers increasingly ask for one as a condition of supply.

How to fill in each section

Start with your baseline year and work through Scope 1, then Scope 2, then the five required Scope 3 categories, calculated to the GHG Protocol using current DEFRA factors. Set your reduction target once the baseline is fixed, list what you have already done and what comes next, then take it to a director for sign-off before publishing it on your website.

Want to see a completed one?

A blank template tells you the headings. It does not tell you what good looks like. The completion pack sends you a real, published Carbon Reduction Plan we prepared for an NHS supplier, alongside the checklist we run every plan through before submission.

    • A published NHS supplier plan with real figures, Scope 3 broken down by category
    • The pre-submission checklist we use, covering the failure points that get plans rejected
    • Which DEFRA factor set to use, and how to state your methodology so it passes

Would you rather we wrote it?

The template is free and yours to use. If you would rather not do the emissions work, we calculate Scope 1, 2 and 3 to the GHG Protocol, write the plan in this format, and take it through director sign-off. Fixed fee, typically 2 to 4 weeks, with a 100% pass rate on submitted plans.

    Common questions

Yes. This is the Carbon Reduction Plan template published by the Cabinet Office alongside PPN 006, in Word format, including the guidance notes annex. It is Crown copyright and reproduced under the Open Government Licence v3.0. We have not altered the structure, because procurement teams check submissions against it.

No. The template downloads directly, with no form. We do ask for an email if you want the completion pack, which includes a real published Carbon Reduction Plan you can compare yours against.

Microsoft Word (.docx), six pages. It opens in Word, Google Docs, LibreOffice and Pages. You fill it in directly rather than rebuilding it.

Suppliers bidding for central government contracts above £5 million per year, and NHS suppliers at any contract value. The threshold is based on contract value, not company size, so SMEs are frequently in scope.

Yes, and many businesses do. The template is the easy part. The work is calculating Scope 1, 2 and 3 emissions to the GHG Protocol using current DEFRA factors, and getting the figures right, since evaluation is pass or fail. If you have that capability in-house, the template is all you need.

Missing director sign-off, incomplete Scope 3 coverage, using last year's DEFRA factors, no stated baseline year, and deviating from the Annex A structure. Each one is enough on its own, because the assessment is pass or fail rather than scored.

The template itself is free. A consultant-prepared Carbon Reduction Plan, where the figures are calculated, verified and signed off on your behalf, typically costs £1,695 to £4,195+VAT as a one-off fee for SMEs with 11 to 250 employees, depending on headcount and Scope 3 complexity.
